STOP SMOG
About the program:
“Stop Smog” is a project aimed at providing financial support for investments to thermo-modernize homes to help improve the country’s air quality in the long term. The program is particularly important for cities in Poland, where pollution levels are highest.
Deadline:
The program started in October 2018 and will continue until funds are exhausted.
For whom
The Stop Smog program focuses on helping less affluent property owners affected by energy poverty. The term refers to a situation where the cost of heating a home accounts for a large share of a household’s budget.
The “Stop Smog” program offers subsidies to beneficiaries who want to carry out work to optimize thermal energy consumption and thus save on heating costs. However, as with any funded project, the program has certain requirements for potential beneficiaries, such as:
- in the 3 months prior to joining the program, the income per person in a single-person household must not exceed 175% of the amount of the lowest pension, and in the case of a multi-person household – 125% of this amount;
- the total value of the beneficiary’s property, including the property to be thermomodernized, must not exceed PLN 424,000;
- some municipalities require an own contribution (usually about 10% of the investment value), which must be made by the program beneficiary;
- if the program rules are violated, the participant must voluntarily return the subsidy and make an appropriate statement;
- the beneficiary of the Stop Smog program must reside in the property that will be subjected to the subsidized projects and make it available for inspection by officials for a period of 5 years after receiving financial support.
Municipalities covered by the program:
Mazowieckie Province: Warsaw, Brzesko, Dąbrówka, Lesznowola, Opinogóra Górna, Raszyn
Silesian province: Upper Silesian-Zagłębiowska Metropolis, Pszczyna, Rybnik, Sosnowiec
Małopolskie Voivodeship: Kraków, Czarny Dunajec, Kalwaria Zebrzydowska, Limanowa, Niepołomice, Skawina, Spytkowice, Sucha Beskidzka, Tuchów
Subcarpathian voivodeship: Rzeszów
Pomeranian province: Gdansk
Form of funding:
Each local government establishes its own rules under which applicants receiving benefits can join the program. In particular, what is important is the amount of the required contribution. Some local government units (usually those in the least affluent municipalities) waive their own collection altogether, or offer the option of paying in installments or working in exchange for this amount.

AGROENERGIA
About the program:
Agroenergia is a program that targets people who own farmland, whether as owners or renters. The program allows them to install equipment such as photovoltaic panels, wind turbines and heat pumps on these lands.
Deadline:
The call for applications for subsidies for PV micro-installations, heat pumps and accompanying energy storage facilities runs until September 30, 2025.
For whom
To qualify for the Agroenergy program, potential beneficiaries must meet several conditions related to investments in renewable energy sources. Prospective participants:
- they cannot start their investment before joining the program. They must wait to sign a contract with a photovoltaic company for the design and construction of the installation, and to purchase components until they qualify for funding. All components of the installation, such as photovoltaic panels, must be new, no older than 24 months;
- must use the subsidized installation for a minimum of 3 years from the date of completion of the project. The beginning of operation of the installation is the date of its connection to the grid or the date of obtaining an acceptance protocol in the case of an off-grid, heat pump or energy storage installation;
- are not eligible for other subsidies, such as grants under the My Current program. The subsidy from the Agroenergy project can be combined with the thermal rehabilitation tax credit, but the tax deduction will be reduced by the value of the subsidy received. It is also possible to combine the subsidy with repayable funds from WFOŚiGW;
- they must plan to install a new installation, rather than upgrade or expand an existing one. Another requirement is that the micro-installation covered by the program serves the beneficiary’s own energy needs.
Form of subsidy:
Upon completion of the investment, the subsidy will be paid to the investor in the form of reimbursement for the costs incurred. This means that the person benefiting from the subsidy must first incur the costs associated with the investment, and only later will he be reimbursed in part or in full.

GREEN ENERGY ON THE FARM
About the program:
The “Green Energy on Farm” program is aimed at farmers. The purpose of the program is to financially support individual investments in the installation of PV and elements that enable the use of this energy, such as energy storage, intelligent energy management systems, heat pumps.
Deadline:
Applications will be accepted until March 15, 2023.
For whom
In order to be eligible for the “Green energy on the farm” grant, it is necessary for the farmer to meet certain requirements:
- the applicant must have a farm with an area of 1 to 300 hectares, with a value between PLN 10,000 and 200,000;
- the farmer must be engaged in commercial farming (excluding fish farming) for at least 12 months and have a documented income of at least PLN 5 thousand;
- the farmer must have an identification number;
- for natural persons: the farmer must be of legal age, manage the farm and be a citizen of an EU country.
Form of subsidy:
Financial support under the program consists of reimbursement of costs already incurred by the beneficiary. In practice, this means that the person benefiting from the program will first have to finance the entire expenditure with his own funds or borrowed money, without the benefit of preferential terms. Only after presenting invoices confirming that the costs have been incurred will it be possible to pay the subsidy.

ENERGY PLUS
About the program:
The “Energy Plus” program was introduced in 2019 as a priority program. Its main objective is to reduce the negative impact of businesses on the environment, in particular to improve air quality. The program aims to support investment projects that have a positive impact on the environment, while improving the quality of life.
Deadline:
Applications are due by the end of 2027.
For whom
The Energy Plus subsidy program is intended for entrepreneurs who are engaged in business activities, as defined in the Law on Entrepreneurs of March 6, 2018. Therefore, they can apply for financing:
- natural persons;
- legal entities;
- partners in a civil partnership engaged in business activities;
- organizational units that are not legal persons, to which a separate law grants legal capacity.
Form of funding:
Support can be in the form of grants and loans.
Entities may run for a grant of 50% of eligible costs, provided that:
- their project uses ORC technology;
- they take out a loan from the National Environmental Protection and Water Management Fund to cover at least 35% of eligible costs;
- if the project is financed under the “project finance” formula, they must have a minimum of 15% of their own funds in eligible costs.
The Energy Plus program offers companies loans for photovoltaic installations, which can be granted on market or preferential terms. Up to 85% of eligible costs can be covered by program funds.
A loan granted on market terms does not constitute state aid and is based on a reference rate, which is set in accordance with the European Commission’s recommendations. However, for start-up or special purpose companies, additional loan collateral may be required.
For a concessional loan, the interest rate is WIBOR 3M + 50 bps, but not less than 1.5% per year. In addition, there is an option to write off up to 10% of the total loan amount disbursed, but no more than PLN 1 million.
